PARKING EDITION, August 2011

Dear omss,

Did you know that U.S. Secretary of Transportation Ray LaHood announced $527 million in new grants for the transportation industry through the TIGER 3 program last month? Couple that with the approximately $15 billion in American Recovery and Reinvestment Act funds still up for grabs via the U.S. DOT and we're talking about a lot of money. Yet, the burning question remains, how do we get our hands on it?

This month we're dedicating some time to look at projects that have been granted federal monies and review ideas on how to kick start your own projects.

Funding Parking Projects
Parking Projects See Green

Even with the U.S. economy's continued financial hardships, federal funding is still available and continues becoming accessible. Funding is being secured through projects that present innovative results in sustainability.

Projects Getting Noticed: Parking programs that exemplify solutions in resourceful energy utilization, decreasing congestion, and reducing carbon emissions are standing out from the crowd. Here are some examples of more recently funded sustainable parking solutions.

>> Solar carport projects - Arizona's Carl T. Hayden VA Medical Center was awarded $20 million in federal funding to reduce power consumption, while simultaneously providing shaded parking.

>> LED lighting design or retrofitting projects - Hagerstown's Arts & Entertainment parking deck was awarded $69,000 by the U.S. Department of Energy through the Maryland Energy Administration to replace metal halide lights with energy-efficient LED's.

Acquiring Funds: To secure funding, it's important to think outside the box, and approach funding opportunities in a non-conventional manner. Below we study innovative ways to seek out funding and projects that have made it a success.

✓ Evolve your project's goals so that it can qualify for funding programs outside of the general transportation industry.

>> Example: The Fountain Valley Senior Center parking lot in Fountain, CO needed serious improvements and was able to secure funds under the Community Development Block Grants issued by the U.S. Department of Housing and Urban Development to help increase safety.

Large scale, innovative parking projects that present citywide and/or cross-jurisdictional sustainability results are being granted financial support. Instead of trying to gain funding for standalone projects, search out and partner with these types of projects where your products and programs may be incorporated.

>> Example: LADOT's ExpressPark project was granted $18.5 million in grants and city funds to make parking easy and effortless using  advanced parking meter technologies, mobile parking applications, and parking guidance and management technologies.
