OPEN FOR COMMENT:

REQUEST TO ADD $163,000

TO THE 2011-14 TRANSPORTATION IMPROVEMENT PROGRAM

FOR THE PULASKI HIGHWAY REVITALIZATION PROJECT

BALTIMORE (August 26, 2011) - The Maryland Department of Transportation (MDOT), on behalf of

the  Maryland State Highway Administration (SHA), has requested that the Baltimore Regional Transportation Board (BRTB) add $163,000 to the 2011-14 Transportation Improvement Program. These funds have become available through a recent FHWA Transportation, Community, and System Preservation Program Award.

The funds will be used to engage key property owners, community stakeholders and government officials to develop a framework master plan for a targeted revitalization area, along with innovative tools and processes to execute the plan. The project is expected to mitigate future traffic congestion at intersections along the highway by providing for multi-modal transportation options.  This project, which serves as an implementation tool for a larger regional effort known as the US 40 Carbon Neutral Corridor Pilot Project, is the third and final phase of the Pulaski Highway Revitalization project.

Studies completed in phase two of the project indicate that congestion will increase over time, but that "significantly higher levels of growth can occur in the plan area with little or no additional negative impact on forecast congested conditions."  According to the study, "If growth is planned to provide a mix of land uses and builds a more complete network of connected streets, the area is well suited for growth." The project seeks to make better economic use of undervalued land, improve the corridor's image, attract jobs to the district, improve transportation conditions in and around the district, and enhance quality of life for the surrounding communities.
